Unsatisfied Claim and Judgment Fund (UCJF)
The UCJF was created pursuant to P.L.1952, c.174 (
NJSA 39:6-61 et seq.) to pay the claims of victims of hit and run or uninsured motor vehicle accidents in certain circumstances.
Established in 1952 to pay injured parties who had no other recourse for the damages they received in a vehicular accident, the UCJF's goal was to provide a minimum level of insurance for innocent victims of motor vehicle accidents. It was established as a policyholder financed fund and an insurer of last resort.
In June 2003, the legislature passed and the Governor signed the New Jersey Automobile Insurance
Competition and Choice Act, which was designed to improve the New Jersey auto insurance market,
attract more competition, and give consumers more choices in carriers and coverage.
The Act also provided for improvements to the state safety net. To that end, the Act
transferred responsibility for the UCJF to the Guaranty Association.
